PROBLEM TO BE SOLVED: To reduce the hardware of a transmitter constituting a ring-like (BLSR) network. SOLUTION: As for a channel except for the channel (NUT channel) set not to relieve by BLSR among BLSR relief target channels, a VT SQL control part 211 performs squelch decision. A VT SQL inserting part 212 exchanges the decided result on the basis of the cross-connect information of a main signal and inserts the exchanged decided result to the cross-connected main signal of the correspondent channel. The BLSR relief target channel is specified by a BLSR Type showing an operating rate and NUT information is set only to the BLSR relief target channel.
