PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor whose ESR is low and whose irregularity is small. SOLUTION: In the solid electrolytic capacitor, an anode electrode 9 and a cathode electrode 8 are connected to a capacitor element which is formed in such a way that, after an anodic oxide coating layer 3 is formed on the surface of a porous electrode body 1 composed of a valve metal, a solid electrolyte layer 4 which is composed of a conductive polymer, a carbon layer and a cathode layer 7 are formed sequentially on the coating layer 3, and a resin armor is then formed. The carbon layer is composed of a first carbon layer 5 which is formed of a carbon paint using water as a solvent, and a second carbon layer 6 which is formed of a carbon paint using an organic solvent as a solvent.
