PROBLEM TO BE SOLVED: To provide a plasma assisted exhaust emission control device which is capable of suppressing electric power consumption, exhibiting a high cleaning effect and assuring sufficient durability. SOLUTION: Dielectric substances 5 are disposed between discharge electrodes and grounding electrodes. These dielectric substances 5 are so constituted as to have three-dimensional cell shapes interconnected with the spaces within cells 5. The discharge electrodes and the grounding electrodes are formed as systems opened from each other, by which the streamers from the discharge electrodes are continuously grown toward the grounding electrode side within the cells 5a without being shielded by the dielectric substances 5.
