PROBLEM TO BE SOLVED: To provide a portable telephone provided with a function for locking a dial through a portable telephone company, a portable telephone company's terminal capable of transmitting/receiving a radio wave including a code for executing locking processing and the structure and method of the external dial lock and data lock system. SOLUTION: The portable telephone provided with a dial locking and data locking function and the portable telephone company terminal capable of transmitting the code for executing locking processing are prepared. An operator or an automatic voice response part receives a contact from a portable telephone user and requests the check of personal information such as a name, an address and a telephone number. When the user is checked as the user himself, a radio wave including the code for executing locking operation is transmitted to the portable telephone by operating the portable telephone company terminal and received by the portable telephone to execute dial locking and data locking. A portable information communication terminal including a radio communication function can prevent the reading and outflow of data by setting up or changing a password in addition to the locking means described above. Unlocking processing also can be executed by checking the user himself similarly to the setting operation and transmitting an unlocking code by operating the terminal.
