PROBLEM TO BE SOLVED: To provide a method of manufacturing a surface material coating inorganic fiber heat insulating material to be restored to the original shape even both ends of an inorganic fiber mat is deformed by compression when cutting. SOLUTION: Inorganic fiber mats 11 cut to the predetermined dimension are supplied with an interval, continuously coating two surface materials 13 and 14 with the adhesive agent 15 and 16 like a belt, so as to pinch the inorganic fiber mat 11 from a surface side and a back surface side thereof. In an area, in which the surface materials 13 and 14 extended from both longitudinal directional ends of the inorganic fiber mat 11 are overlapped with each other while including both the longitudinal directional ends of the inorganic fiber mat 11, a part left as it is not coated with the adhesive agent is provided at the predetermined length, and both the surface materials 13 and 14 are continuously or intermittently adhered to each other like a belt, and the inorganic fiber mat 11 is cut in the cross direction in the area R, in which both the surface materials 13 and 14 are overlapped with each other.
