PROBLEM TO BE SOLVED: To obtain a solid fuel having excellent ignitability and improved fire retention, by effectively recycling waste materials of container consisting essentially of paper, recovered used containers or wastes of corrugated cardboard occurring in punching of recovered corrugated cardboard, corrugated boxes, etc. SOLUTION: A waste material consisting essentially of paper is compressed and solidified by using a volume reduction solidification machine, etc., and molded into a solid material 37. Corrugated cardboard is crushed, thrown into a stirring tank 60, approximately disaggregated with stirring, optionally mixed with a sizing agent in a dehydrating mixing tank 62 to give a slurry. The slurry is mixed with the solid material 31, pressurized and molded. The slurry pressurized and molded into a fixed shape is dried to give a solid fuel 75.
