PROBLEM TO BE SOLVED: To prevent an influence on a load apparatus by performing control so that an output voltage immediately becomes equal to or higher than a reference voltage, even when an input voltage to the device rapidly lowers. SOLUTION: A power saving device detects the output voltage of a transformer with a voltage detecting element. Its control unit compares the voltage detected by the voltage detecting element with a maximum reference voltage set beforehand in a setting portion. When the detected voltage is not higher than the minimum reference voltage, a control signal is outputted to a tap change-over portion so that the output voltage does not become lower than a reference voltage, and the tap of the transformer is changed over to another. When the detected voltage is higher than the minimum reference voltage, a reference voltage set beforehand in the setting portion is compared with the detected voltage. If the detected voltage is lower than the reference voltage, the tap of the transformer is stepped up by one step. If the state of the detected voltage being higher than the reference voltage continues for a specified time, the tap of the transformer is stepped down by one step.
