PROBLEM TO BE SOLVED: To attach an appropriate tag in real time while an operator of image photographing determines scenes during recording, in an image encoding accumulator for encoding images including input sound to accumulate them. SOLUTION: There are provided a tag storing means for storing in advance a plurality of tag information describing scenes of images or sounds to be accumulated; an image and tag monitor for displaying the tag information stored in the tag storing means together with input images or sounds; and a tag operation part which can be operated by an operator so as to select a tag representing contents of the image from the displayed tag information. With this arrangement, the tag information selected by the tag operation part is accumulated in an image, sound and tag accumulation part together with image data.
