PROBLEM TO BE SOLVED: To provide an electrifying member and an electrifying device capable of preventing the occurrence of a defective image, even in the case of being used in an electrostatic latent image forming process for a copying machine, a facsimile and a printer, etc. SOLUTION: The electrifying member 1 for electrifying a body to be electrified by allowing the member 1 to abut on the body and applying a voltage between the member and the body is provided with an elastic layer 3, and a coating film layer 4 containing conductive material, formed outside the elastic layer directly or with another layer interposed. The electrifying member is controlled so that the surface potential may be <=50 V after the lapse of 0.3 second, and also, so that the surface potential may be <=5 V after the lapse of 10 seconds in the case of electrifying the surface by applying a voltage of 8 kV on a corona discharger which is arranged at the interval of 1 mm from the surface of the coating film layer in a state where the coating film layer does not contain the conductive material and generating a corona discharge. The electrophotographic device uses the electrifying member.
