PROBLEM TO BE SOLVED: To alleviate a voltage fluctuation and to suppress, in particular, the intensive voltage fluctuation of a biased phase caused by a multiphase feed mode by establishing a correlation of on-off control for each electric apparatus when controlling a plurality of electric apparatuses by a single control system. SOLUTION: The timing of on-off of a pair of electric heating parts 38A and 38B is shifted, and predetermined rise time and decay time are set at the time of turning on-off, thereby the rapid voltage fluctuation by turning on-off is avoidable. When a three-phase three-wire or three phase four-wire, etc., is used for the feed mode and wired to a different phase, a flicker occurs only in a specific phase. Accordingly, the electric heating parts 38A and 38B are alternately used during control of one of the two. Thereby, the occurrence of the flicker only in the specific phase is avoided and the occurrence of the flicker in each phase is also reduced.
