PROBLEM TO BE SOLVED: To provide a verification simulator for network construction and computer program which can virtually construct and verify the operation of the network system before the network system is actually constructed, can consider the cost and a traffic volume, and can provide various services after the network system is actually constructed. SOLUTION: A simulator 1 constructs and verifies the operation of the network system. This simulator has a function of selecting equipment necessary for the network system, a function of making a network constitution diagram which designates equipment selected as configuration equipment, and a function of evaluating a network constitution diagram made.
