PROBLEM TO BE SOLVED: To provide a separator for electrolytic capacitor that has low impedance, a superior low-temperature characteristic, and a good life characteristic. SOLUTION: This separator for electrolytic capacitor contains fibers stuck to each other with a binder which is dissolvable in an electrolytic solution. The electrolytic solution contains an electrolyte and an electrolytic solvent containing water and an organic solvent. The concentration of the water in the electrolytic solvent is adjusted to 20-80 wt.%, preferably, to 45-80 wt.%. The separator has a density of <=0.5 g/m<3> , and the binder is selected from among water-soluble polymers, particularly, polyvinyl alcohols, polyacrylamides, or polyacrylic acids. The fibers are composed of the cellulose fibers of wood kraft pulp, coniferous wood pulp, manila hemp pulp, sisal hemp, etc.
