PROBLEM TO BE SOLVED: To provide a valuable piece of paper for stamping, which efficiently allows accurate electronic recognition and an accurate adding process. SOLUTION: A stamp issuing device 10 issues a stamp as the valuable piece of paper in which price information or the like, as the embedded information, is redundantly printed on a plurality of spots as the symbol blocks. The stamp stuck on a postal matter is collected and delivered at a postal collection/ distribution center 2, and an extraction processing device 20 provided there takes out and decodes one symbol block per each stamp, and outputs the decoded result to an adder 30. The adder 30 calculates the amount of the circulating stamps for each piece of price information to output circulating amount information, and transmits it to a totalizing device 40. The totalizing device 40 generates statistical information on the amount of the circulating stamps in the whole country, on the basis of the circulating amount information received from the postal collection/distribution center 2 at each place.
