PROBLEM TO BE SOLVED: To give an alarm whenever a visually handicapped person is going to get out of a region where voice data on guiding his destination can be heard. SOLUTION: In a transmitter for the visually handicapped person, a plurality of voice data consisting of the voice data on information on the destination related to guidance for the visually handicapped person and information on the alarm on deviation are set. A modulation means modulates light in accordance with the voice data. A light emitting means emits the information on the destination of a modulated light in a specified direction from the center and emits the information on the alarm from adjoining both sides. A photoelectric conversion means of a receiver for the visually handicapped person converts the light of the light emitting means into an electric signal. A demodulation means demodulates the electric signal. A voice converting means generates a demodulated voice. When the receiver for the visually handicapped person exists in a region in the central direction by the light emitting means, the voice on the information on the destination can be obtained and when it exists in regions in the directions of both ends, it can be obtained by a voice that it is deviated from the center.
