PURPOSE: Provided is an apparatus for seed sprouting and for bringing up living things, especially, animals, plants and micro-organism under water by mounting a support panel into a container and exposing a control part on air, and supplying air in water. CONSTITUTION: The apparatus comprises an air pump(3) and a temperature controller(3); a control chamber(2) equipped with a temperature-control panel or indication lamp; and a support panel(12) having air-dispenser(9), heater(10) and temperature sensor(11) at lower portion thereof. A support pipe(8) including a heater power line(6) and an air-hose(5), and a temperature sensor line(7) is located between the control chamber(2) and the support panel. The temperature controller in the control chamber(11) is operated in a digital mode.
