The moving picture encoding device has an inter-pixel filtering unit (114) comprising filters (114a-114d) with different filtering intensity, to filter the decoded image data from block distortion. A filter processing controller (110) decides the filtering intensity of the inter-pixel filtering unit. Independent claims are also included for the following: (1) filtering intensity decision method; (2) moving picture encoding method; and (3) moving picture decoding method.
