TRAFFIC VOLUME CONTROL APPARATUS AND TRAFFIC VOLUME CONTROL METHOD

PROBLEM TO BE SOLVED: To control a traffic volume, while dividing a flow of a user into classes and keeping a ratio in the traffic volumes of the classes.

SOLUTION: The traffic volume data of each class is observed, a discarding probability of the data is determined such that a ratio between the traffic volume of received data and the traffic volume of data belonging to the class different from that of the received data becomes a predetermined ratio, and the received data are discarded by using the determined discarding probability to control the traffic volume by classes of data. Thus, the traffic volume is controlled by classes while keeping the ratio in the traffic volumes of the classes.
