<p><P>PROBLEM TO BE SOLVED: To obtain a packet relaying apparatus for determining a degree of priority of transmission of received packets by a desired reference from among a plurality of references for determining the degree of the priority. <P>SOLUTION: The packet relaying apparatus 101 is provided with a service class processing unit 117 as a circuit for determining the degree of the priority of the transmission of an IP packet 111 to be inputted by different references, a terminal priority processing unit 118, and a connection priority processing unit 119. A control unit 116 can switch a determining circuit for determining the IP packet 111 by an input from an input device (not shown).
