PROBLEM TO BE SOLVED: To efficiently use resources in which a redundant path is excluded by dynamically changing a multicast point.

SOLUTION: This mobile communication system 100 comprises a control server 1, a plurality of relay routers 21 to 25 and a plurality of access routers 31 to 34. The mobile communication system 100 multicasts data by the routers existing on a path until data reaches a mobile terminal 51 from a communication partner terminal 11 via the respective access routers to be used at a multipath handover state by the mobile terminal 51. The control server 1 performs such a control as to dynamically change the routers by which the data is multicast in accordance with movement of the mobile terminal 51 or the communication partner terminal 11.
