<p><P>PROBLEM TO BE SOLVED: To provide a label selecting control method used to transfer a packet, when a plurality of label control protocols are operated to preset a plurality of labels in an IP packet having a specific identification contents, in a label switching transmitting system. <P>SOLUTION: Priories are set (502) for each of the plurality of label control protocols (503-505), and IP packets are transmitted (507) on the basis of this priority.
