A biodegradable magnesium alloy, consisting of: Y: 0.5-10 weight-percent, Zn: 0.5-6 weight-percent, Ca: 0.05-0.25 weight-percent, Mn: 0.05-0.5 weight-percent, Ag: 0-1 weight-percent, Ce: 0-1 weight-percent, either Zr: 0-1 weight-percent or Si: 0-0.4 weight-percent, and Mg: the remainder up to 100 weight-percent wherein the magnesium alloy has an effective amount of one or more intermetallic phases having a volume amount of greater than about 0 vol. % and less than about 2 vol. % to produce an alloy having a grain size of less than about 20 μm, and wherein the grain size of the one or more intermetallic phases is less than about 3 μm.
