<p><P>PROBLEM TO BE SOLVED: To decode the code sequence of a still image in a short time without making its image quality worse. <P>SOLUTION: The decoding time needed to decode the code sequence which is compressed and encoded by the JPEG 2000 algorithm (step S2) is calculated. Then it is decided whether or not the calculated time exceeds a specified time th1 which is previously set (step S3).
