PURPOSE: A device and a method for applying discount to a buying article are provided to promote sales/purchase by connecting a seller and a buyer more closely, and induce sale promotion by continuously applying a discount ratio and offering an event to the general buyers continuously buying the article. CONSTITUTION: A member information database(8) stores the information for the registered members to receive the discount for the buying article. A discount information database(10) stores various kinds of information related to the discount application of each member and buying article. A discount application processor(2) judges the discount application based on a purchase interval of the member, and calculates an actual sale price of the current buying article by calculating a discount application frequency, an application amount for each purchase, and the matched discount ratio.
