PROBLEM TO BE SOLVED: To positively suppress an unintended increase or the like of engine speed that may occur when abnormality occurs to a valve opening characteristic control means. SOLUTION: This control device for an internal combustion engine has the valve opening characteristic control means 9, 11 for controlling the valve opening characteristic of at least one of an intake valve 2 and an exhaust valve 3, and a flow regulating means 56 for regulating the quantity of air flowing in intake passages 51, 52 connected to the internal combustion engine. The control device further has an abnormality detecting means 16 for detecting abnormality of the valve opening characteristic control means 9, 11; an intake quantity control means for controlling the intake quantity of the internal combustion engine by controlling the flow regulating means 56 after detecting abnormality by the abnormality detecting means 16; and a torque reducing means for reducing at least one of generated torque of the internal combustion engine and transmission torque to a driving system for a prescribed period from the time of detecting the abnormality by the abnormality detecting means 16.
