PROBLEM TO BE SOLVED: To provide an intermediate transfer body having little problem of deformation or the like over time and providing a stable high-quality transfer image, to provide an intermediate transfer body causing little blur or hollow characters, and to provide an electrophotographic image forming apparatus showing the above effect. SOLUTION: The intermediate transfer body on which a toner image formed on an image carrier is primarily transferred has at least a surface layer and a substrate. The surface layer is made of a thermoplastic resin composition containing a fluorine-based resin material as a principal component. The surface layer has 10<SP>8</SP>Ωcm to 10<SP>13</SP>Ωcm volume resistivity and≤20 surface microhardness. The substrate contains a conducting agent and has≥3,500 Young's modulus. If the transfer body has an intermediate layer, the layer has 40°to 70°JISA hardness.
