PROBLEM TO BE SOLVED: To provide an error correcting device transmitting a packet so that a data packet can be restored, while reducing the redundancy of an error correcting code, even when the data packet has been lost on the receiving side, and to provide a method for relaying packets. SOLUTION: A plurality of the data packets P<SB>10</SB>to P<SB>89</SB>are arranged into a matrix form, and horizontal parity packets HP<SB>1</SB>to HP<SB>8</SB>and vertical parity packets VP<SB>0</SB>to VP<SB>9</SB>are generated on the basis of the matrix. The horizontal parity packet HP<SB>1</SB>' is newly generated from HP<SB>1</SB>and HP<SB>5</SB>in the horizontal parity packets. The vertical parity packet VP<SB>0</SB>' is newly generated from VP<SB>0</SB>and VP<SB>5</SB>in the vertical parity packets. Accordingly, redundancy of the error-correcting code can be reduced.
