PROBLEM TO BE SOLVED: To provide a communication control method capable of impartially assigning a band and a buffer capacity between flows so as to attain efficient transmission, and to provide a communication control apparatus employing the method, a control program and a recording medium.

SOLUTION: The communication control method applies prescribed band control to input data to transmit the data, classifies the input data into flows by at least one user each, and assigns all bands assigned to transmit a plurality of flows capable of being transmitted in parallel at the same time to a flow actually to be transmitted.
