PROBLEM TO BE SOLVED: To provide a method for producing a surface-functional member which has a functional material-adsorbed layer having a functional material strongly adsorbed thereto and having excellent durability on the surface of a substrate and has excellent functional material retainability and its sustainability, and to provide a surface-functional member obtained by the production method. SOLUTION: This method for producing the surface-functional member is characterized by having a process for directly binding a graft polymer having functional groups capable of interacting with a functional material and cross-linkable functional groups to a substrate, a process for making the functional groups capable of interacting with the functional material adsorb the functional material to form a functional material-adsorbed layer, and a process for imparting energy to the functional material-adsorbed layer to form a cross-linked structure in the functional material-adsorbed layer.
