PROBLEM TO BE SOLVED: To make it possible to change over a state between a visible state allowing users to view indoors through an optical controller and a viewing difficult state having difficulty viewing an indoor and the like without blocking transmission light.SOLUTION: In an optical controller 1 formed by holding a pair of optical controller plates 2 and 3 in such a way that the plate members oppose each other, the optical controller plates 2 and 3 are formed of a laminate of transparent tabular members 5A and 5B and optical controller film members 4A and 4B by means of a liquid crystal material. The optical controller film members 4A and 4B are formed of a laminate of linear polarization plates 7A and 7B and a phase difference layer made up of the liquid crystal material. The phase difference plates 9A and 9B are provided with phase difference layers 16A and 16B made up of the liquid crystal material, and in the phase difference layers 16A and 16B, formed are: a transmission area that transmits incident light by means of the orientated liquid crystal material; and a diffusion area that diffuses the incident light by means of the non-orientated liquid crystal material.SELECTED DRAWING: Figure 1
