The difference between the sample value My of the measured value (y) at a measurement section 1 and the preset value Ys are calculated by the first calculating unit 6. An optional modification factor alpha of 0<=alpha<=1 can be preset by a modification factor preset unit 10 in accordance with the correction place, and the modified correction value (My-Ys).alpha is calculated by the third calculating unit 9.
