PURPOSE:To detect metallic foreign matter present on the bottom surface of a tank more excellently by applying a low DC voltage in advance and applying mechanical vibration from outside, and detecting partial discharge or an ultrasonic wave. CONSTITUTION:A high voltage conductor 1 is stored in the tank 2 wherein insulating gas 3 is charged. Then the DC voltage which is lower than a rate voltage to an extent where equipment does not deteriorate is applied to the conductor in advance. Consequently, the metallic foreign matter on the bottom surface of the tank 2 is raised. The partial discharge is caused more easily than when the metallic foreign matter is laid down. Then a metallic foreign matter detector 7 detects the metallic foreign matter from the partial discharge.
