<p>PURPOSE:To obtain a natural picture to suppress the blur of the picture and block distorsion by dividing the picture into plural blocks, detecting the dispersion of one block and the block adjacent to this block, discriminating the change state of a picture element value at a contour part between the both blocks according to the dipersion and determining whether the contour part between the both blocks is to be smoothed or not. CONSTITUTION:A picture input device 10, recorder 12, memory 14 and picture display device 18 are connected through a system bus 20 to a control part 16. In the block divided into MXN parts, the dispersion of the picture element value at an l-th block 22 is calculated and the dispersion of the picture element value at an (l+1)th block 24 is calculated. After calculating the dispersion of the picture element value, the change of the picture element value is detected at the contour part between the l-th and (l+1)th blocks 22 and 24. After detecting the change of the picture element value at the contour part between the both blocks, it is discriminated whether the picture element value at the contour part is to be smoothed or not. When the result of a step to execute the discrimination processing is YES, namely, when the condition of discrimination is satisfied, smoothing is executed and when the result of the step to execute the discrimination processing is NO, namely, when the discrimination condition is not satisfied, the operation is finished.</p> |
