A device (10) for enveloping and disinfecting of sharp instruments (12) includes a main body portion (14) having an upper surface (22) and a lower surface (34). Attached to the lower surface (34) is a protective layer (32). Provided on the upper surface (22) is an adhesive (24) at least immediately adjacent the perimeter thereof and an anti-virus and anti-bacterial disinfectant material. The disinfectant is incorporated into composite dispensing member including a plurality of microcapsules (26), each of said microcapsules (26) including an active disinfecting ingredient. The plurality of microcapsules (26) are sufficiently frangible so as to rupture upon application of a predetermined stress.
