The chlorione dioxide is generated by the steps of forming the layered panels by stocking a porous ceramic electrode plate(3), net work type pipe(7) and opposite electrode plate(2); connecting the panels each other with a given angle to form an integrated polygonal cylinder; inserting the polygonal cylinder into the inside of cylindrical electrode plate(4); and generating ozone by passing pure water through the pipe(7) and by discharging the plates(2,4).
