PROBLEM TO BE SOLVED: To conduct treatment at a high current density at the time of electrolyzing a waste ferric chloride liq. etchant to obtain a liq. consisting essentially of ferrous chloride and to reduce the floor space of the device. SOLUTION: The waste ferric chloride liq. etchant consists essentially of ferric chloride and contains hydrochloric acid. The waste liq. is first supplied into the anode compartment 41 of an electrolytic cell 3, forcedly permeated through a porous diaphragm 4 and sent to the cathode compartment 42 side. Accordingly, the diffusion control of an electrode is reduced, and a heavy current is let flow. A reaction to convert ferrous chloride (FeCl2) to ferric chloride (FeCl3) and a reaction to convert chlorides and the chlorine ion of hydrochloric acid to chlorine gas take place in the anode compartment. FeCl3 is reduced to FeCl2 in the cathode compartment.
