PROBLEM TO BE SOLVED: To obtain a hydrophilic polyurethane-based resin excellent in adhesion to various kinds of materials as well as excellent in water absorption, anti- fogging property, transparency, flexibility, writability and water resistance of an aqueous ink, blocking resistance and lubricity, and to provide a process for preparing the same. SOLUTION: The objective hydrophilic polyurethane-based resin is obtained by reacting an organic polyisocyanate with a high mol.wt. hydrophilic polyol or polyamine, a polysiloxane compound containing at least one active hydrogen group, a compound containing at least one reactive group and at least one hydrolyzable silyl group in the same molecule and, if required, a chain extender, comprises a hydrophilic segment, a polysiloxane segment and a hydrolyzable silyl group-containing segment, the content of the hydrolyzable silyl group being 0.001-10 eq/g, and has a wt. average mol.wt. of 3,000-800,000.
