PROBLEM TO BE SOLVED: To perform sure affixing with low pressurizing force by forming first insulating resist on a surface of an upper or a lower sheet except a contact part, forming second insulating resist so as to surround the entire periphery of a mounting hole on the first insulating resist in the vicinity of the mounting hole and affixing the upper sheet and the lower sheet by the first and second insulating resist. SOLUTION: An upper sheet 1 and a lower sheet 2 have a plurality of mounting holes 1a, 2a and a plurality of contact parts 4, 5. First insulating resist 8 is formed on a surface of the lower sheet 2 except the contact part 5. Second insulating resist 9 is formed on the first insulating resist 8 located in the vicinity of the mounting hole 2a so as to surround the entire periphery of the mounting hole 2a. A portion forming the second insulating resist 9 becomes two layers and is increased in thickness. When the upper sheet 1 and the lower sheet 2 are overlapped and are heated and pressurized from upper and lower sides, heating and pressurizing force are ensured and sufficient affixing can be performed at the portion of the two layers in which the first and second insulating resist 8, 9 are formed.
