PROBLEM TO BE SOLVED: To obtain a starch composition having excellent storage stability by adding an emulsion of a lower fatty acid vinyl ester-based polymer having a hydrolysis rate in a specific mol.% range. SOLUTION: This starch composition contains the emulsion of a lower fatty acid vinyl ester-based polymer which has a hydrolysis rate of 0.01-10 mol.% and contains structural units originated from one or more monomers selected from the group consisting of unsaturated carboxylic acids, unsaturated carboxylic acid lower alcohol esters, unsaturated carboxylic acid amides and unsaturated cationic monomers, preferably the unsaturated carboxylic acid, such as (meth)acrylic acid, and an unsaturated carboxylic acid amide, such as N,N-dimethyl(meth)acrylamide, in a weight ratio of 1/1 to 50/1.
