PROBLEM TO BE SOLVED: To wind a heating unit onto a unit to be heated without spending time and to easily dismount a heater in its maintenance by arranging the heating unit on one plane in a curved state, and inserting a spacer between the heating elements adjacent to one another. SOLUTION: A lattice groove is formed on an inner surface of a heat insulating material sheet 2 made of rectangular silicone rubber, sponge or the like to be wrapped on an outer peripheral surface of a cylindrical piping, and a heating unit 3 made of at least one coated heating wire coated and molded by silicone rubber or soft resin is buried in an arbitrary part of this groove with the arbitrary shape. This heating unit 3 is optionally provided with a spacer inserted between the heating elements adjacent to one another and fixed to the heat insulating material sheet 2 by an adhesive agent or the like. Further a heat conductive plate such as a metallic plate or the like is placed between the heating unit and an outer peripheral surface of a piping when necessary. A fixing metal fitting 6 is provided on one end surface of the heatin insulating material sheet 2 through a spring 5, and a fixing metal fitting 7 is provided on the other side surface and connected to the metal fitting 6 of one side.
