PROBLEM TO BE SOLVED: To make a printing web smoothly glide and also to enable it to have an effective antistatic function by separately applying different functional solvents to the surface and back face of the printed web on the outlet side of a dryer or a cooler of an offset rotary press. SOLUTION: A web 12 is fed to a printing unit 10 though a paper feeder and an infield device, and a prescribed printing is applied to it in printing unit 10, and heat is absorbed from the printed web 12A by passing it though a dryer 14 and winding it on and passing it through a cooling roller 18 of a cooler 16. On the downstream side from the cooler 16, a web surface treating device 20 is arranged, and the printed web 12A is fed to a folding machine 26 through a vertical conveying route formed of guide rollers 22, 24. On both sides of the vertical conveying route, liquid trays 28, 30 are arranged to separately apply different functional solvents to the surface and back face of the printed web 12A.
