PROBLEM TO BE SOLVED: To provide a vibration control damper capable of easily controlling the performance of a damper and a vibration control building construction using the vibration control damper by constituting only damper members in a detachable manner. SOLUTION: A vibration control damper 1 built between structures 10 and 11 of a building absorbs energy, and a vibration control building construction uses the vibration control damper 1. Then, the vibration control building construction is equipped with frame sections 2 and 3 mounted to both structures 10 and 11 building the vibration control damper 1 on them and damper members 4 built between both frame sections 2 and 3 and absorbing energy. The damper members 4 are detachable for the frame sections 2 and 3. Mounting recesses 2a and 3a for mounting the damper members 4 to the frame sections 2 and 3 are formed in the frame sections 2 and 3 by fitting the ends 4b of the damper members 4 into them. Both ends 4b of each of the damper members 4 can be pivoted in the mounting recesses 2a and 3a. Two or more kinds of damper members 4 having different strengths each other are used at the same time.
