SOLUTION: An expansion part is formed by a press drawn part 29 including a bonding hole on the end face of a blade plate, a cutter blade set is formed by laying two blade plates A25 and B26 to overlap each other so that the expansion part is arranged on the outside to form a cutter blade set, the distance between cutter blade sets is secured, a cutter device in which the bonding part joining breadth to a cutter forming shaft 24 is made larger than the thickness of the two blade plates is formed so that the number of constitutional parts is reduced, and the stagger of the blade plate to a cutter forming shaft A24 is prevented without needing a spacer.
