Requests for modulation level are transmitted and if no response is detected, the transmitting station becomes a base station. The procedure for establishing communication between two mobile stations is started when one of the mobile stations produces a synchronisation signal. This station then operates in base station mode, and the other station then synchronises itself on this signal and operates in mobile station mode. To establish communication between two stations operating in mobile station mode, one of the stations transmits a message requesting a modulation level to a station in base station mode with which the mobile station is in communication. In the absence of a response to this modulation level request, the mobile station which transmitted the request changes to operate in base station mode.
