PROBLEM TO BE SOLVED: To prevent an electrostatic offset without using bias voltage. SOLUTION: A nip part for clamping and transporting a transfer material by rotating bodies which rotate while making pressurized contact with each other is formed. The device is so constituted that a developer image is fixed as a permanent image to the transfer material by subjecting the unfixed developer image formed on the transfer material to heating 20 and pressurizing 28 at the nip part. In such a case, at least either of the rotating bodies has a release layer which comes into contact with another rotating body. A fluororesin subjected to a polarization treatment of piezoelectric ceramics (BaTiO3, etc.), is added at 0.1 to 60 wt.% to the release layer. As a result, the roller surface causes self-polarization and prevents the offset.
