PROBLEM TO BE SOLVED: To provide a heat insulating decorative sheet having heat insulation effects such as low-temperature insulation and high-temperature insulation and being free of warping and dew formation, and a heat insulating decorative member obtained by laminating the sheet on a metal base or the like. SOLUTION: This decorative sheet has a constitution wherein a heat insulating layer constituted of a large number of spherical grains 3 so filled as to have voids among them is laminated on the rear side of a decorative layer 1. The spherical grains 3 may also have reactive functional groups on the surface so that the adjacent grains 3 be bonded to one another by chemical reactions of the reactive functional groups. It is suitable also to package the heat insulating layer 3 in a packaging body 5 of a gas barrier sheet and to bring the voids of the heat insulating layer in the packaging body into a state of being under a reduced pressure. A heat insulating decorative member is obtained by laminating this heat insulating decorative sheet on a base.
