PROBLEM TO BE SOLVED: To make securable high reliability as compared with a conventional data stacking method by a terminal device by providing an application program running on a processor, with a state monitoring process for the terminal device and a virtual terminal process for stacking data and outputting the data at the time of recovery. SOLUTION: The processor 2 has a terminal device state monitor program 5 which monitors the state of each terminal device 3 and saves the state in a terminal device state table 6. A virtual terminal processing program 4 which controls process data of a host device 1 checks the state of the terminal device 3 by the terminal device state table 6 and outputs the process data to the terminal device 3 when the terminal device is ready to operate. When the terminal device 3 is not ready to operate, the process data are stored in a virtual terminal storage area on a storage medium 7 and a normal answer is sent to the host device 1. Consequently, the delay of processing performance when the terminal device 3 is not ready to operate can be solved and various practical problems of installation area, cost or the like, can also be solved.
