PURPOSE: A discharge tube is provided to induce discharge with a fixed electric potential. CONSTITUTION: In the center of an inside wall of an airtight pipe(10), one first discharge trigger line(50) is formed into loop-shaped across the inside wall of the airtight pipe(10) almost in parallel with a metallized side(40) formed on the top end side of the airtight pipe(10). On both the upper inside wall and the lower inside wall of the airtight pipe(10), one or a plural second discharge trigger lines(60) are formed, each rising upward and downward. The tip of the second discharge trigger line(60) is located on almost the same surface as a fourth flat surface(37) or a fifth flat surface(39), and the rear end of the second discharge trigger line(60) is connected to a nearby metallized side(40). Then discharges with a fixed electric potential are inducted repeatedly, between a discharge surface(23) at the tip of the upper discharge electrode and a discharge surface(25) at the tip of the lower discharge electrode confronting each other at the center of the inside of the airtight pipe(10).
