PROBLEM TO BE SOLVED: To provide a refrigerating and water heater and a refrigerator capable of effectively utilizing radiating of a Peltier element of a thermoelectric converter. SOLUTION: In the refrigerating and water heater comprising a deep freezing chamber 10 for cooling by a cooling surface 16 by a Peltier element 15 in a refrigerator, a thermally conducting means of a heat pipe 18 contacted with the radiating surface 17 of the element 15 to conduct the heat absorbed from the refrigerator out of the refrigerator, and a water heater 20 for heating a warm water in a hot water supply tank 22, the exhaust heat from the chamber 10 can be effectively utilized.
