PROBLEM TO BE SOLVED: To make it possible to control the flow rates of two kinds of fluids while controlling the flow rates to a fixed ratio and to simply and suitably allow one fluid to secure a required minimum flow rate. SOLUTION: A 1st flow rate control valve 11 and a 2nd flow rate control valve 31 for respectively controlling the flow rates of 1st fluid and 2nd fluid are arranged on both the sides of the rotation center axis of a rotary knob 51 and the valve bodies 15, 35 of these valves 11, 31 are moved in the center axis direction interlocking with the rotation of the control 51 to control the flow rates. A by-pass 7 is formed on a 1st fluid 2 into which the 1st fluid is allowed to flow, a by-pass opening/closing valve 61 formed so as to be decentered from the rotation center axis of the control 51 is opened simultaneously with the start of rotation of the control 51 to allow the by-pass 7 to secure the minimum flow rate.
