PURPOSE: To provide a method for forming a heterogeneous ion exchange membrane, by which a compounded polymer melted material is not exposed on excessive heat and shear and by which the final characteristics of the obtained heterogeneous ion exchange membrane are enhanced, to prepare the heterogeneous ion exchange membrane, and to provide a device for treating a fluid flow by the utilization of the membrane. CONSTITUTION: This method for forming a heterogeneous ion exchange membrane comprises the prescribed inline compounding and extrusion of a polymer binder and a heat-sensitive ion exchange resin. The ion exchange resin is compound with a melted matrix polymer at a relatively low temperature for a relatively limited retention time at a latter half process stage and before transferred to a head die for extrusion. In the preferable embodiment at the present time, the inline compounding device includes a biaxial screw mixing extruder and, before the compressed and compounded polymer melted product is transferred to an extrusion die head with the biaxial screw compounding extruder, the kneading and mixing of the ion exchange resin and an arbitrary polymer melted product with additives should be carried out at the latter half process stage.
